There was a point in time when Saudi Arabia was rural and conservative, with time it has developed, and now females outperform males in academic achievement. For another example, look at nearby Iran which has an urban and educated population.

Progress is happening regardless. Afghanistan now for example has local photovoltaic solar panel production.
