The width of a scarf matches the height of a human neck, so a scarf for an ostrich would look closer to a blanket. That or a tube sock.
Edit: I just realized, given the length of the ostrich and relative proportions, a human scarf would be closer to a decorative necklace
or choker.I would say the top. A lot of important organs like tonsils are there which can get hurt when people get cold. but the best way would probably still be just wrapping their entire neck somehow.
