The thing is, they have no duty to stop him before he kills someone.
In the US, they don’t even have a duty to stop him after he kills someone. Police have no duty or requirement to protect civilians.

They don’t appear to have any duties at all.
Their only duties are administrative. Draw lines with chalk, collect evidence, fill out paperwork.
The only person who can be trusted to defend your life is yourself, unfortunately.

The idea that those in power are somehow “special” and should face less accountability for their actions is a cancer on society. If you get special privileges, you should come under extra scrutiny as well.
The law should do all it can to ensure that leaders and law enforcement are the best of the best. Instead it shields them from oversight and allows incompetence and open corruption to fester among their ranks.
