I don’t see Russia and China really partnering up in that capacity. China relies too much on the west and Russia is not a good horse to hitch yourself to economically speaking. They know that. They both have relations with NK though because they both share borders and both see geopolitical value in having a Pacific buffer state from the US.i wouldn’t read too much into it.
