I have a skinny-fat cat. She’s absolutely tiny, runt of the litter and still looks like a kitten at 13 years old. When she was spayed the vet commented on the high percentage of visceral fat she had. I’m Pretty sure she’d fit the “normal weight but obese” group, as tiny as she is.

Turns out that not only are the “BMI is terrible” crowd wrong when it comes to the average person, but BMI might not be conservative enough.
